In December 1999 the European Commission launched the eEurope initiative in order to ensure that Europe can reap the benefits of the digital technologies and that the emerging information society is socially inclusive.
Task Force focuses in particular on the issue,
whether Article 6 on "Misuse of devices":
On 26 Jan 2001 the Commission of the European Communities (EC) has released COM(2000)890 final, the Communication from the Commission to the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions, "Creating a Safer Information Society by Improving the Security of Information Infrastructures and Combating Computer-related Crime".

The European Commission invited comments from all interested parties on the issues addressed in this Communication.

EICAR submitted comments in support of the initiative and the Chairman of the Board presented these comments during the public hearing at the European Commission in Brussels on 7th March 2001. The hearing was held in a one track, two-day form where all invited representatives had a chance to introduce their organisation and to present their proposals within ten minutes time.

For 25 June 2001 the Commissions services (DG JAI and DG INFSO) arranged a small expert meeting to address criminal law issues in combating attacks against information systems. This expert meeting was intended to bring together representatives of the Justice Ministries of Member States, law enforcement experts, industry experts and other relevant experts.

EICAR was invited as well and represented by the Chairman of the Board.

In parallel, the European Commission has announced the establishment of a European Union Forum on Cybercrime. An Internet site for the Forum will be launched shortly and further meetings - including a plenary meeting later this year - are being arranged.

EICAR is about to establish a new task force to further follow up these activities and to make recommendations.
